In order to encourage and support businessmen at home and abroad to invest, develop and construct in Hunnan New Zone, The New Zone has constituted Provisional Regulations on Free-of-charge Administration in Hunnan New Zone, Land Transfer Policy of Hunnan New Zone, Financial Support Policies of Hunnan New Zone to Residing Enterprises, Provisional Regulations of Hunnan New Zone on Introducing Talents, etc., which provide national most-favored policies and strong support to investors at home and abroad. The main contents of these policies are outlined as follows:
1. Enterprises residing in the Zone can enjoy national policies on foreign investment enterprises and new & hi-tech industries support, and other various preferential policies.
2. The investment fields allowing foreign capital to enter don't limit stock proportion; those limiting or provisionally limiting foreign capital to enter allow trial operation; it is allowed that overseas capital and private capital joins in the construction of New Zone in different investment ways.
3. Those entering the Zone to engage in development, research and production of new & hi-tech industry projects, engage in the development and construction of infrastructure, social welfare projects and modern service trade, can be given special preference in different degree on land transfer price according to project level, project investment amount and land fee payment condition.
4. According to actual investment amount and tax payment condition (entering the treasury of New Zone) of projects in the Zone, the New Zone financial authority will provide great support to residing enterprises with money.
5. New Zone sets up new & hi-tech industry development funds, which are mainly used as innovation funds, guarantee funds, interest payment funds and stimulation funds, etc. for new & hi-tech industry.
6. New & Hi-tech industrialization projects, infrastructure projects, social welfare projects and modern service trade projects enjoy ＾free-of-charge￣ treatment and are exempted from all administrative charge.
7. As to the world Top 500 enterprises and important industrialization projects, infrastructure investment projects and social welfare projects, the way of ＾one discussion for one thing, special treatment for special matter￣ is adopted and more flexible policies are given.
8. New Zone sets up Talent Introduction Funds, which is specially used as various subsidies for introduced talents.
